government doesn't always move as quickly. there are times and inherent tension between departments and central offices that arise when resources are limited. there is always room for improvement. however, we are encouraged by the recent progress and collaboration and are confident about the success of ongoing and future efforts. some examples of recent successes are two years ago we did produce the first ever five year ict plan. this year we will update that plan and working with coit, the cio, and the controller's office on that report and open to feedback on how we can make it more useful to the board, departments, and to the public. the city email conversion project. i know that the civil grand jury points that as a failure or a ongoing frustration. i think we see some of the recent success and progress we're optimistic. right now 3600 users, 27 departments and some of the largest departments are slated for conversion in the next months and library is slated for conversion and additional 1300 accounts and others in january

and i'll say the short answer to your question is the federal government is trying to not charge for this data. the way we did was with tax dollars. you already paid for it, we're trying to give it back to you. and, so, we take a wholesale retail. we want to be the providers of the data as a fuel, but fuel, gasoline is useless to get you from point a to point b unless you consume that ultimately drives value to the american economy. our customer, i can completely agree with what shannon said in terms of our business objective, so to speak, is to empower entrepreneurs and innovators, to create jobs. that's a metric of success, not revenue generated per data set or some other per ifervance metric. the other piece of that looking back to the example of weather and gps, my monetization, is that together they contribute $100 billion to the american economy last year. last year alone from just those two data liberations. so, that is the way in which we are approaching from a strategy perspective, the ultimate impact to our customers. >> one super quick. one thing the city of san francisco

for the last three years, our government has really been on both the pressure point and i think now realizing a tremendous opportunity to allow our data to go out. why not also in return ask for companies who are also collecting data to share that with city government? that's another great exchange that we have. and i know there's a lot of companies out there that do collect a lot of data, whether they're your credit card companies, your banks and so forth. if there is a way that their data can come to us, it might very well be the grounds for even better public service for all of our different departments, whether we're talking about health or sports or kinds of things that our public would use. and i want to serve up an example. there's been a company here in san francisco called motion loft and they have been creating sensors in various departments. they've covered some 18 different neighborhoods in our city with thousands of different sensors to track pedestrians, vehicles, maybe later on they'll tag bicycle traffic. and that data in the various neighborhoods have, i think, been

this is from the federal government, ok. this is tax incentives. you have to have tax liability. you have to pay taxes to make this thing valuable to you, but most people do. the law is written at 30% of the cost you can have a tax credit of 30%. let's talk about real numbers. what am i paying now and what am i going to be paying in the future? if i can make money today on my monthly payment and go green, why not? solar kind of reverses the effect. it's like tax brackets. the return on investment typically is higher if you got a big bill. there is also another thing about time of use rates. i want to go over it very briefly. it does have some effect and you will hear it about on your bid. the time of use rate is a way that you tilts are trying to help -- utilities are trying to manage their peak demand. you charge people more during peak periods. you make it up to them by charging the low market rate off peak. this is off peak and you'll be charged a very low rate for it. at shoulder peak you'll be charged more. at on peak, you'll be charged the most, another shoulder, another of
